ITU AYM was established in 2001 through a tripartite agreement between Istanbul Technical University, the Turkish Prime Ministry Crisis Management Directorate, and FEMA (U.S. Federal Emergency Management Agency) — beginning the systematic transfer of American and Japanese disaster management knowledge into Turkish institutional practice.
